People like to point at a really bad thing that happened when hindsight 'proves' it. The New Wave movement dies at that point entirely and I think it is also why BB in cannon even acted like the rules needed to be followed and respected.

The bay probably takes it more seriously post 07 when Fleur gets gibbed by a cape that wants to join the Empire.

It only really starts being fully respected in the next decade or so. Unmasking and 'the unwritten rules' in general at this point in the wormverse is sort of a hit and miss thing (2000).
